利比亚恐怖分子到港刺杀来港开会的美国政要,香港警方派出雷勇领导的特工队侦查此案，目的是消灭此批恐怖分子。由于此案交政治部负责，令到重案组高级督察许达明感到不满，暗中插手调查此案。他误交了以女记者身份掩护的恐怖分子首领Catherine，被她杀害了。特工队队员陈志成的表妹Stella亦卷入这案的漩涡中，被恐怖分子所杀。特工队经过慎密调查和计划，在恐怖分子企图刺杀来港开会的政时出动……
